PowerCAPEX PowerCAPEX
Capital cost control · cashflow · funder claims

Know where every dollar sits, and who pays for it.

Cashflow forecast to the month. Claims in one click.

PowerCAPEX reconciles your accounts against the work breakdown structure, forecasts cashflow at every level of the programme, and applies each funding agreement automatically. When a claim is due, it comes out in one click, with the ratios that applied on the day.

The gap

Your accounts are built for auditors. Your programme needs something else.

Accounting ledgers record what was paid. ERPs won't hold a work breakdown structure that keeps changing shape. Almost nothing forecasts cashflow, and programmes with several funders defeat every tool on the market. So the real picture ends up in one person's spreadsheet that nobody else can read.

How it works

From the ledger to the claim, in four steps.

Bring in the transactions

A live feed from Xero, or a standard spreadsheet import from any accounting system. History comes across once; new costs keep arriving.

Reconcile to the WBS

Each cost is matched to a line of the work breakdown structure. Anything uncoded is flagged, so nothing sits outside the model.

Forecast the cashflow

Six fields per line produce a month-by-month forecast, rolled up to every tier and split by funder.

Report and claim

Board, funders and the team see the same numbers in the portal or in Excel. Claims come out with the right split, already checked.

Forecasting

Six fields per line. A forecast you can keep up to date.

A project manager can maintain this in minutes a week. Change a date or a curve and the cashflow for that line, its stage, its funder and the whole programme moves with it.

Features

Everything a capital programme reports on, in one model.

One source of truth. The portal, the reports and the Excel tables all read the same stored figures, so two people never see two answers.

Cost control

A WBS that can change shape

Three tiers, any depth of detail. Add, split and re-code lines as the programme evolves, without breaking history.

Cashflow

Forecast at every tier

Monthly or cumulative, actual against projection, for a line, a stage, a funder or the whole portfolio.

Funding

Funding agreements, held as rules

Many funders, many buckets. Shares, caps and conditions per funder, so each cost lands against the right party automatically.

Claims

One-click claims

Cut a claim at any date. The split uses the ratios that applied on the day, and a claim register keeps every one on file.

Quality

QA checks and unclaimed work

Flags uncoded costs, overruns and lines past their finish date, and shows work done but not yet claimed.

Reporting

A portal for the board and funders

Interactive Power BI reports in a secure web portal. Filter by stage, resource or funder. No Power BI licence needed.

Excel

PowerCAPEX for Excel

Insert the cost summary, WBS lines, funding split or cashflow into any workbook, and refresh them from the live model.

History

Change log and audit trail

Every change to an estimate, date or funding rule is recorded, with who made it and when. Completed lines can be frozen.

Access

The right view for each person

Viewer and contributor roles per project. Sign in with Microsoft. Funders and board members request access in one step.

Multi-funder programmes

The part nothing else does.

Crown money, council share, a private partner. Each with its own rules about who pays for what, at what share, up to what cap. PowerCAPEX holds the agreements themselves.

  • Every cost lands against the right bucket and the right funder
  • Cashflow forecast per funder as well as per programme
  • Claimed to date, this claim, and remaining to claim, always current
  • Ratios that change over time are applied as they stood on each date
Funding · cumulative draw, all funders
Funding view with a cumulative draw chart marking Claim 19, and a table splitting each WBS estimate between Crown Fund, Territorial Authority and Private.
For the project team

Built to be kept up to date by the person running the job.

The WBS app is where the team works: estimates, dates, curves, resources and milestones side by side, with the cashflow updating as you type.

  • Base estimate and most-likely total on every screen
  • Tick a line done to freeze it at actual cost
  • Group by stage, resource or milestone
WBS + Cashflow by month
WBS table with tier, estimate, contingency, start and finish dates and spend curve per line, beside a monthly cashflow matrix by stage.
For finance

Your numbers, in the spreadsheet you already use.

The PowerCAPEX add-in puts live tables into any Excel workbook on Windows, Mac or the web. Build your own pivots and board papers. One button refreshes them all.

  • Cost summary, WBS lines, funding by funder, cashflow by month
  • Read-only copies, so the model stays the source of truth

Who uses it

One model. Three people who stop arguing about the numbers.

Programme and project managers

What will this stage cost, and when?

Keep the forecast current in minutes, not a monthly spreadsheet rebuild. See overruns and unclaimed work before anyone asks.

Finance and commercial

Does the model agree with the ledger?

Every transaction reconciled to the WBS. Claims split correctly. Cashflow ready for treasury and the bank.

Boards, funders and owners

Are we on budget, and what do we owe?

A live portal instead of a board pack. They answer their own questions, on the spot, from the same numbers.

Sectors

Made for programmes where the money and the ground have to keep talking.

Developers · landowners · development managers

Land development and subdivision

Stage-by-stage cost and cashflow from consent to titles. Show the bank and your investors a forecast they can check.

Councils · CCOs · asset owners

Local government and infrastructure

Capital works programmes across many projects and contracts, with a clear line from each cost to the budget that funds it.

Crown-funded and co-funded programmes

Government and co-funded delivery

Funding agreements with milestones, shares and caps. Claims that match the agreement every time, and a record to show the auditor.

JVs · PPPs · partnerships

Joint ventures and partnerships

Several parties, one programme. Each partner sees their share of cost, cashflow and what they owe, from the same model.

Iwi · trusts · community organisations

Community and iwi developments

Housing and facilities funded from several sources, reported clearly to trustees, members and every funder.

PMs · QSs · consultancies

Client-side project managers

Run cost control for several clients from one method, and hand each of them a portal instead of a monthly report.

Integrations

Works with the systems you already run.

PowerCAPEX sits between your accounting system and the people who need the numbers. It is built on Microsoft's own platform, so it fits an organisation that already runs on Microsoft 365.

Data is held in Microsoft's Australian data centres, under Microsoft's own security and compliance.

Roles and access requests

Viewer or contributor, per project. New people request access and are approved before they see anything.

Audit log

Sign-ins, changes and claims are logged, so you can show a funder or auditor exactly what happened and when.

Pricing

A subscription sized to the programme.

Priced per project, not per user, so the board and every funder can have a login at no extra cost. Every plan includes setup, the portal, the Excel add-in and support from the person who built it.

KPMO logo
Who builds it
“When a programme needs an instrument nobody sells, I don't write a business case for one. I make it.”
William Loppe · KPMO · Kaikōura, New Zealand

PowerCAPEX was built by a programme manager, for the programmes he runs: nineteen years of capital works across three continents, including the post-earthquake rebuild of Kaikōura's infrastructure. It is designed, written, deployed and supported by the same person, so the person who answers your question is the one who built the feature.

Questions

Frequently asked.

Does it replace our accounting system?

No. Xero or your ledger stays the record of what was paid. PowerCAPEX reads from it and adds what it can't do: the WBS, the forecast, the funding rules and the claims.

Do our board and funders need Power BI or Microsoft licences?

No. They sign in to the web portal and see interactive reports. Pricing is per project, so extra viewers cost nothing.

We use MYOB, not Xero. Will it work?

Yes. Transactions come in through a standard spreadsheet import from any accounting system. A live Xero feed is available as an add-on.

Can it handle funding shares that change during the programme?

Yes. Funding rules are held with the dates they apply from, and each claim uses the ratios as they stood on its date.

How long does setup take?

It depends on how much history and how many funding agreements come across. We agree a plan after the mapping step, and your existing spreadsheet is the starting point.

Where is our data held?

In Microsoft's cloud, Australia region, in an environment and SharePoint site set up for your organisation alone.

Can we try it first?

Yes. The demo shows a real programme structure with fictional names and figures. Book a call and we'll walk through it on your questions.
